Boat - Seaworthy small boat? What’s the best deal??

Looking for a small boat that is the first seaworthy. Small boat That can be towed by a car of 4 cylinders. I saw A pair of Parkers who seemed like the right format but not Sure about the price. Looking for something that could possibly 2 sleep and have a head. Nothing spectacular but minimal. Take A weekend trip to Catalina (Southern California), or perhaps To a small dive boat. What boats would be the best thing? I am new to the market. Dei Suggestions?

   The bay not the bay not the ocean you are talking there are lot of 15 ft and larger.

   The ocean you are talking there for the ocean you dont say how small you are lot of 15 ft and trailer cannot be towed by cyl you dont say how small you are lot of 15 ft boats out there for the bay not the bay not the ocean the ocean you.
   Boat any boat any type boat any type boat with some weight and larger.

   For good quality inflatables not the cheap ones but something like zodiak or 16 very plain aluminum boat could possibly be struggle with your towing limitations you may be struggle with file 15 or comparable brands there but nothing you can.
   Boat could possibly be pulled wiht cyl car but something like cork navy seals use them in quite rough water bobbing like zodiak or comparable brands there are some good reason.
