mercruiser 3.0L performance??

I have a rider loka 1996 SeaRay 175 with the 3.0L engine. I recently bought a new shore to replace what I came on the boat when I bought the new shore of (Used). 14 are close to 1 / 4 of an inch x 17. Suggested the RPM for my passage of the engine are factory 4400-4800 rpm. For this development is that the 19-inch Pull 4400-4800 rpm .. I am getting only 4100 rpm. WOT (with a shore of 17 Steps) that assettati to 36 MPH maximum speed still can not RPMs get where should it be? My engine seems to work Fine.

    The fuel systemcarb.
    The original prop 14 14 diameter or was the gearcase if not its time for major tuneup and timing setincluding cleaning the fuel systemcarb.

    First thing I would do is run it with a shop tachometer attached and check it against the dash tach. You could have a bad tach or its not on correct setting.
    Then try a compression test and check tune specs as posted above.
    And if you dont know history of boat its possible the wrong ratio drive is on your boat
